Reinheitsgebot, Germany, 1516-probably the world's first food purity regulation specifying allowable ingredients for beer. A modified version decree is still in effect; modified becauase in 1516 no one suspected there were little plants called yeasts that caused fermentation. The original is water, barley and hops.
